What are these two...whatever they are? I plowed through the epic mess that is the assembly manual twice and did not find them. On my car they are doing nothing except plugging two holes.

Grommets to cover holes. If I had to guess, a previous owner made those holes to run wires for aftermarket stereo system.

They are more than grommets, there is a bolt running through each and it looks like the idea was to secure something on the interior side. No stereo in this car ever, that I'm certain of.

Did some internet searching and came across this pic of a '64 Impala with factory air. Has similar grommet thingies on the firewall. Hard to see but easier if you zoom in. Possibility?

No signs of A/C in this car, but that was my first thought, that they were some kind of provision for an A/C install. The bolts kind of screw up the theory, though.

Or maybe not...I picked up on your search idea and looked at about 50 engine compartments. I didn't find a full size with anything like these things, they are definitely not factory, but I did find a Chevelle wagon with a 283 and aftermarket A/C that has firewall hose connections which look very similar. My car was born with a 283; it's possible that an under dash A/C unit and compressor were removed when the 409 was swapped in.

Update: the above is confirmed now, they were 1 3/8" grommets for A/C hoses, when the air came out whomever stuffed a bushing and a bolt in each to block them off. I chiseled them out, replaced one with a sheet metal hole plug, will use the remaining hole to route non-stock wiring and gauge connections, much better than punching holes in my brand new firewall pad.

Sounds like a winner !!!

On another note, where did you get your radiator overflow tank and how is it attached?

I don't have a tank, I think you're looking at the Chevelle photo I found online.
