As a Project Manager, you will report to the Programme Manager and work within a team of project professionals, supported by a Scheme Project Manager. You will lead a comprehensive schedule from the planning phase through to delivery, ensuring value-for-money solutions while managing complex contract arrangements. You will operate within a hub-and-spoke contracting model and be accountable for the performance of key contractors.

Salary: £55,596 to £62,546 per annum.

Main Responsibility

Some of the key accountabilities of this role are:

1. Accountable for delivery of complex projects or a portfolio of lower complexity projects in a safe & environmentally responsible manner to time, cost and quality, in accordance with the Project Accelerated in Controlled Environment (PACE), TRU Governance and applicable Network Rail company standards, current legislation and procedures including HMRI guidance where appropriate

2. Be a Safety Leader; drive safety performance and comply with Construction Design Management (CDM) regulations

3. Engage with stakeholders including clients, contractors, Government agencies, and local communities to ensure alignment and manage expectations

4. Establish and maintain governance arrangements for the delivery of projects, defining clear roles, responsibilities and accountabilities that align with organisational practice. Managing project reviews at appropriate points throughout the project lifecycle which will inform governance decisions of projects by providing evaluations of progress, performance, risk, contingency and continuing relevance

5. Identify and monitor project risks (threats and opportunities), plan and implement mitigations to them, and respond to other issues that affect the project

6. Effective budget management and change control

7. Identify training needs in safety, technical and management areas for the personnel reporting to the post holder and contribute to their personal development.

8. Undertake accident investigations when remitted to by the relevant designated competent person

9. Comply with the Investment Competence Framework

10. Support the project Sponsor in maintaining definitions of the project requirements

The Ideal Candidate

The Transpennine Route Upgrade is a multi-billion pound Programme and one of the largest enhancement projects currently being undertaken in the UK. We're seeking experienced, talented Railway Project Managers or those experienced in delivering major projects to be a part of a dynamic team delivering a Project with a budget of over £1bn.

The ideal candidate will blend expertise in design and construction with a proactive problem-solving approach, ensuring the project stays on course with minimal disruption to our passengers and communities. With a professional demeanour and keen attention to detail, you'll navigate complexities while maintaining quality and compliance. Candidates will need to be commercially astute and be comfortable in negotiating with a variety of contractors and stakeholders to delivery to quality standards and demonstrate value for money.

We are keen to hear from candidates who have experience in successful leadership and the ability to motivate and support a team of project professionals whilst working collaboratively across various functions.

Whilst railway experience is desirable, we welcome applications from experienced Project Managers with transferrable skills and demonstrable experience which would enable you to deliver a variety of projects such as Tunnel upgrades, station remodeling and electrification of lines.

We need you to have:

  • Educated to degree level in a relevant discipline or equivalent demonstrable experience
  • Membership (or working towards membership) of the Association for Project Management
  • Registered PRINCE2 Practitioner or equivalent
  • Excellent stakeholder engagement and communication skills all levels. This should include Customers; 3rd party representatives, other business & functional leaders and key support personnel.
  • Successful relevant experience in a complex project environment including demonstrable experience in team management, planning, contracting and delivery of projects
  • Successful record of project budget management and ability to understand and interpret commercial and financial landscapes (budgets, forecasts, actual status)
  • Experience in managing ambiguity in a project environment with strong evaluation and decision-making skills
  • Demonstrable Project safety management practice and knowledge of Health and Safety legislation and best practice
  • Experience with safety cases in support of projects
  • Accident Investigation experience

It would be advantageous if you have:

  • Demonstrable experience in the Rail Industry Sector (including application of GRIP, Construction Design Management (CDM) and the Common Safety Method (CSM)
  • Design and delivery experience
  • Detailed Knowledge of Network Rail’s Investment, Commercial and Procurement regulations, and practices
  • Knowledge of structuring safety cases in support of projects
  • Formal qualifications in risk identification and assessment
  • You will be a team player and a self-starter with willingness to learn, challenge and get involved
  • Knowledge of Network Rail’s assets and how they are managed
